The Jammu and Kashmir government on Friday directed a time-bound magisterial inquiry into the killing of a local man during an encounter in Arahama, Ganderbal. The order, issued by the Home Department, instructs the District Magistrate of Ganderbal to complete the investigation within seven days.
The inquiry concerns the military operation that took place on April 1, 2026, in which Raashid Ahmad Mughal, son of the late Gull Zaman Mughal and a resident of Chuntwaliwar Lar, Ganderbal, lost his life. The directive calls for a “thorough and impartial magisterial inquiry” to determine the facts and circumstances leading to his death.
Scope of the Inquiry
Officials said the magisterial probe is expected to cover all aspects of the encounter, ensuring transparency and fairness. The final report will be submitted to the Home Department for further action.
“The issue has been examined, and accordingly, you are requested to get a thorough and impartial magisterial inquiry conducted into the matter to ascertain the facts and circumstances leading to the death of Raashid Ahmad Mughal,” the order reads.

The inquiry comes a day after political leaders, including Chief Minister Omar Abdullah, MP Agha Rahullah, and PDP Chief, expressed concern over the incident and demanded an impartial investigation.
Official Oversight and Next Steps
The Home Department’s communication, signed by Rauf Ahmad Lone, Under Secretary to the Government, has also been circulated to senior officials, including the Director General of Police, Jammu and Kashmir, to ensure proper oversight.
Officials emphasised that the inquiry should be conducted fairly and transparently, covering all relevant details of the encounter, to provide clarity and accountability in the case.
