The Jammu and Kashmir administration has declared Darul Uloom Jamia Siraj-ul-Uloom as an unlawful entity under the Unlawful Activities (Prevention) Act, 1967, officials said on Monday.
The order was issued by Divisional Commissioner Kashmir Anshul Garg, based on a detailed dossier submitted by the Senior Superintendent of Police, Shopian, on March 24, 2026.
Authorities said the madrassa, located in the Imam Sahib area, is a well-known religious educational institution in south Kashmir but is now under scrutiny over alleged irregularities and security concerns.
Alleged Links With Banned Organisation
According to the official order, the institution is suspected to have links with the banned outfit Jamaat-e-Islami Jammu and Kashmir and its affiliate Falah-e-Aam Trust.
The administration stated, “The cumulative facts and circumstances, supported by intelligence inputs and field verification, provide sufficient grounds to reasonably believe that the premises are being used for the purposes of an unlawful association.”
Officials further alleged that individuals connected to the banned organisation continued to play roles in the institution’s administration and academic structure.
Claims of Financial and Administrative Irregularities
The order also pointed to several irregularities, including issues related to land acquisition, lack of mandatory registration, and attempts to avoid regulatory oversight.
Authorities raised concerns over financial transparency as well, noting possible misuse or diversion of funds. “Serious legal, administrative and financial irregularities have been found,” the administration said, adding that the institution’s explanation was “unsustainable.”
Due Process Followed, Says Administration
Officials said a show-cause notice was issued to the institution’s management on March 31, seeking an explanation. After reviewing the response and consulting police authorities, the administration concluded that the objections lacked merit.
“The proceedings are preventive in nature and aimed at curbing misuse of the premises,” the order stated.
Next Steps: Sealing and Student Relocation
With the declaration in place, authorities have empowered the District Magistrate to take control of the madrassa’s premises and assets.
The administration has also directed officials to ensure that students enrolled in the institution are relocated and admitted to government schools within the district.
Officials said the move is part of a broader crackdown on institutions suspected of links with banned organisations in the Kashmir Valley.
