‘6 Crore Voters Affected’: Activists Demand Halt to SIR Roll Revision Exercise

A large group of civil society members from across India has raised serious concerns over the ongoing Special Intensive Revision (SIR) of electoral rolls, alleging that the process is flawed and excludes a significant number of eligible voters.

In a joint statement, activists, former officials, and public figures urged authorities to immediately stop the SIR process and carry out a thorough review before proceeding further.

“The SIR process cannot continue in its current form and must be halted,” the statement said. “A proper review, correction, and transparency are essential before updating electoral rolls.”

The group also called on the Supreme Court to conclude its hearing on the constitutional validity of SIR, stressing that any election process must protect citizens’ voting rights.

Concerns Over Voter Exclusion

The signatories claimed that nearly six crore voters have been affected in states and Union Territories where the exercise has already been conducted.

“In several regions, rightful voters have been removed without clear reasons,” the statement said. Referring to West Bengal, it added, “Around 35 lakh people seeking verification were denied the process and lost their right to vote.”

The group expressed concern that the impact has been more severe on marginalised communities. “Minorities, Dalits, Adivasis, migrant workers and women have been disproportionately affected,” it said.

Questions on Transparency and Intent

Raising doubts about the intent behind the exercise, the statement said the process lacks clarity and accountability.

“SIR has failed in its stated goal of cleaning electoral rolls,” the group said. “There is still no clear explanation of how decisions are being made.”

The signatories also pointed out that even well-known individuals were not spared. “Notable citizens with valid documents have faced issues, which shows how flawed the system is,” the statement noted.

Call for Electoral Reforms

The civil society members demanded major reforms to ensure fairness in elections. They suggested that a common voter list should be maintained from the local level to national elections.

“No election can be considered fair without an inclusive voter list,” the statement said. “If SIR is to continue, it must follow strict rules, independent audits, and transparent verification.”

Allegations Against Election Commission

The statement also questioned the role of the Election Commission of India, alleging bias in its functioning.

“The conduct of the Election Commission raises serious doubts about its neutrality,” the group said, adding that there should be stronger oversight to ensure fairness.

Warning of Nationwide Protest

The signatories warned that ignoring these concerns could lead to widespread protests.

“As citizens, we strongly oppose any attempt to weaken democratic rights,” the statement said. “If such actions continue, it could lead to a nationwide struggle.”

The appeal has been supported by several prominent figures, including former judges, activists, academics, and public personalities, reflecting growing concern over the integrity of electoral processes in the country.
