Bizarre Residence Certificate Scam in Bihar: Lord Ram, Sita, and Even a Crow Apply

After a residence certificate was recently issued in the name of “Dog Babu”, a series of fake and bizarre applications have emerged across Bihar, taking the fraud to new extremes — this time involving Hindu deities and even a bird.

In Khagaria district’s Chautham block, officials found multiple online applications for residence certificates using the names and photos of Lord Ram, Goddess Sita, and a crow.

One application showed an image of Lord Ram, listing Dashrath and Kaushalya as his parents, Ayodhya as his village, but oddly, Khagaria as the district. Similarly, an application for “Srimati Mata Sita” used an image of Goddess Sita and listed her parents as Janak and Sunaina, again from “Ayodhya” but placed within Bihar. Both deities had 9999999999 as their phone numbers.

Another shocking application came from the Khagaria Sadar office, where someone applied for a certificate in the name of a crow, called Kauwwa Singh, with parents named Kawwa Singh and Maina Singh. The uploaded photo was that of an actual crow.

All these applications were rejected and FIRs have been filed against unknown persons. Officials believe the motive behind these antics is to discredit the government’s digital system for issuing residence certificates.

“This is not a joke — this is a deliberate attempt to damage public trust in government services,” said a senior official from Khagaria. Investigations are underway to track the IP addresses and identity of the miscreants behind these stunts.

This comes just days after a certificate was issued in the name of Dog Babu, featuring the image of a smiling Golden Retriever. Authorities had cancelled it within two minutes, and an FIR was filed. It was found that the fraudsters had misused documents belonging to a woman from Delhi, uploaded her Aadhaar card, and tampered with the data to create the certificate.

Patna District Magistrate Thiyagarajan had called the issue “very serious”. “The certificate was issued at 3:56 pm and cancelled at 3:58 pm. An FIR has been lodged. Whosoever is behind this will face action,” he said.

In another strange incident in East Champaran, an application carried the photo of Bhojpuri actor Monalisa. The applicant’s name was Sonalika Tractor, with a father named Swaraj Tractor and mother Car Devi.
