Siwan Police Issue Legal Notice After Journalist Meer Faisal Reports on Muslim Man’s Lynching in Bihar

The Cyber Police Station in Siwan, Bihar, has issued a formal emergency legal notice to X Corp (formerly Twitter), asking it to remove posts shared by journalist Meer Faisal and others related to a mob lynching case in the district.

The notice has been sent to X’s Safety and Legal Policy team in Bastrop, Texas. It invokes Section 79 of the Information Technology Act, 2000, along with the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.

Police have alleged that certain posts circulating on X are “objectionable, misleading and factless” and could affect public order.

The notice states, “An objectionable, misleading, factless post/video about mob lynching incident of a Muslim boy is being circulated… which has implications of disruption of law and order and potential loss of life and property.”

Accounts and Links Flagged by Police

According to the notice, content shared through the X handles “@meerfaisal001” and “@abufawaz24” is under scrutiny. It also lists multiple URLs, including posts by the journalist, Bihar Police, and other users, which have allegedly gone viral.

The communication claims that the content is now part of an ongoing investigation under Cyber Police Station Siwan case number S.D.E. 08/26 dated 01.06.2026.

Officials have said the posts are “prima facie unlawful” and require immediate action from the platform to prevent further circulation.

Police Warn X of Loss of Legal Immunity

The Siwan Cyber Police has warned X that failure to remove or disable access to the flagged content could result in loss of legal protection under Section 79 of the IT Act.

The notice says the platform must act immediately to remove the content and ensure that evidence is not destroyed during the process.

It also demands preservation and sharing of detailed user information, including “name, IP address, phone number, email address, GPS location, and access logs” of the creators and sharers of the content.

The police further added that non-compliance could lead to legal consequences under Section 84B of the IT Act and Section 175 of the Bharatiya Nyaya Sanhita (BNS), 2023.

Data and Account Information Demanded for Investigation

The notice has asked X to provide full technical details of the accounts involved, including recent login activity, uploading details, and location data.

It also directs the platform to immediately block or disable access to the identified URLs and prevent further circulation of the content.

Authorities stated that the data is necessary for “investigation and prosecution” in the ongoing case.

Siwan Police Says Posts May Disrupt Law and Order

Police have argued that the online content could potentially disturb peace and law and order in the region.

A statement included in the notice says, “Failure to fulfill obligations or giving unreasonable justification will make you liable under relevant provisions of law.”

The police have also urged social media users not to share unverified information and warned of strict legal action against those spreading misleading content.

Alleged Mob Lynching of 25-Year-Old Man in Siwan

The legal notice comes amid a sensitive case involving the alleged mob lynching of a 25-year-old man, Shahzad Ali, in Bihar’s Siwan district.

According to the FIR filed by his wife, Mobina Khatoon, Shahzad was taken from his home in Shivrajpur village on May 30 and later killed.

“He was beaten by around five or six people. They took my husband away and beat him to death,” she alleged in her complaint.

His sister-in-law also confirmed the incident, saying he was attacked while returning on a bike.

Police have registered an FIR naming eight accused persons and arrested one individual so far. A Special Investigation Team (SIT) has been formed to investigate the case further.

FIR Mentions Assault, Tree Tying and Cash Theft Allegations

In her complaint, the victim’s wife alleged that Shahzad was tied to a tree and beaten with sticks, kicks and punches, which led to his death. She also claimed that ₹5,000 in cash was taken from him during the incident.

All accused named in the FIR are residents of Shivrajpur village in Siwan district.

Family Claims Two Deaths in Same Household

The family has also alleged that Shahzad’s elder brother had died under suspicious circumstances a few months earlier. They claim both deaths are not natural and have left the family without any earning member.
