The Orissa High Court has directed that the investigation into the alleged public assault and stripping of a Muslim man be monitored by a senior police officer not below the rank of Deputy Superintendent of Police.
The order was passed by Justice Savitri Ratho while hearing a petition filed by the victim’s father seeking a fair and independent probe.
“The investigation is in progress, but considering the nature of allegations and the fact that the incident was videographed and made viral on social media, it would be proper if the investigation is supervised by a senior officer,” the court observed.
Allegations of assault and forced slogans
The case relates to an incident in early January where a group of men allegedly assaulted the victim, stripped him, tied his legs and dragged him on the street while forcing him to chant “Jai Shri Ram”.
A video of the incident was reportedly sent to Bahalda Police Station, following which an FIR was registered on January 3. The video went viral the next day, drawing widespread attention.

Petitioner sought stronger charges, independent probe
The victim’s father approached the High Court demanding that the investigation be transferred to a specialised agency like the Crime Branch or a Special Investigation Team.
He also argued that more serious charges should be added to the FIR, including provisions related to organised crime and deliberate acts intended to outrage religious feelings under the Bharatiya Nyaya Sanhita.
Police response and court direction
Representing the state, police authorities told the court that the victim sustained simple injuries and that two accused persons had already been arrested, while others were yet to be traced.
Taking note of the submissions, the court did not transfer the case but ordered that the probe be supervised by a senior officer to ensure proper investigation.
The case will now proceed under closer scrutiny, with the court’s direction aimed at ensuring accountability in a matter involving serious allegations of violence and communal targeting.
